شركاء من أجل الشفافية تصدر التقرير الثالث عشر لدفتر أحوال الفساد
64 واقعة فساد في يوليو 2016 والتوريد الوهمي للقمح فضيحة الموسم
في إطار سلسلة ” دفتر أحوال الفساد” أصدرت ” شركاء من أجل الشفافية ” PFT التقرير الثالث عشر الذي تضمن رصد وتحليل وقائع الفساد في شهر يوليو 2016 ، حيث رصدت المؤسسة 64 واقعة فساد خلال الشهر ، وهي الوقائع التى تم الكشف عنها من خلال جهات التحقيق و البرلمان ووسائل الإعلام المختلفة .
وقد شهد شهر يوليو الكشف عن أكبر قضية فساد بصوامع القمح تمثلت في تسجيل وهمي لكميات القمح بالصوامع ما يمثل أهدارا للمال العام مما دفع البرلمان لتشكيل لجنة لتقصى الحقائق لكشف الفساد بصوامع القمح حيث قامت اللجنة بعدة زيارات وأوضحت اللجنة أن كمية الأموال المهدرة خلال تسع زيارات فقط تقدر بـ 600مليون جنية حتى نهاية يوليو و أكدت على أنها ستقوم بإصدار تقرير نهائي حول الأموال المهدرة ,مما دفع النيابة لاستدعاء ما يقرب من 36 شخص من بينهم مسئول كبير بوزارة التموين ورجل أعمال لتورطهم بهذه القضية , كما شهد الشهر تصريحات لبعض النواب حول فساد المحليات .
على مستوى الوقائع نالت وزارة التموين النصيب الأكبر من ضمن وقائع الفساد خلال شهر يوليو 2016 برصيد 15 واقعة فساد من إجمالي 64 واقعة ، تليها وزارة الزراعة برصيد 10 وقائع فساد ، تليها قطاع المحليات برصيد 9 وقائع ، يليها قطاع الصحة برصيد 8 وقائع فساد ,ثم تأتى كلا من وزارة الكهرباء والعدل برصيد 3 وقائع لكلا منهما .
أما الموقف القضائي ، فقد كشف التقرير عن أن الوقائع قيد التحقيق تأتي في المرتبة الأولى ضمن وقائع الفساد خلال شهر يوليو 2016 حيث سجلت النسبة الاكبر بواقع 66 % من أجمالى 64 واقعة ، تليها الوقائع قيد المحاكمة بواقع 11 % ثم تأتى الوقائع التى لم يحقق بها برصيد 17 % ، تأتي الوقائع التي تم الحكم فيها في المرتبة الأخيرة بنسبة 6% من أجمالى الوقائع .
أما التوزيع الجغرافي فمازالت محافظة القاهرة تحتل النصيب الأكبر من ضمن وقائع الفساد خلال شهر يوليو 2016 نظرا لتمركز المقرات الإدارية بها حيث نالت 23 واقعة فساد، يليها محافظة الشرقية برصيد 5 وقائع فساد ,تليها كلا من محافظة المنيا وسوهاج برصيد 4 وقائع لكلا منهما.

Within the framework of “the Corruption Logbook” series “Partners for transparency” PFT published the thirteenth report, which included observation and analysis of the incidents of corruption in July 2016, where the foundation spotted 64 incident of corruption during the month which are the incidents that have been disclosed by authorities of investigation, the parliament, and the media
July witnessed the disclosure of the biggest corruption case of wheat silos represented in the delusive recording of large amounts of wheat silos which led to waste of public money which pushed the Parliament to form of a commission of inquiry to uncover corruption of wheat silos where the Commission has made several visits and explained that the amount of money wasted through nine visits only was estimated by 600 million pounds until the end of July also confirmed that it will issue a final report about the money wasted which supported the prosecution to call nearly 36 people, including a senior official of the Ministry of Supply and businessman for their involvement in this case also the month saw comments by some MPs about the corruption of the Localities
On the incidents level the Ministry of Supply had the largest share among the incidents of corruption during the month of July 2016 with 15 incident of Corruption out of total 64 incident, followed by the Ministry of Agriculture with 10 incidents of corruption, then the localities with 9 incidents, followed by the health sector with 8 incidents of corruption, then comes both the Ministry of Electricity and Justice with 3 incidents for each of them
For the judicial position, the report has revealed that the incidents under investigation rank first among the incidents of corruption during July 2016 where it recorded the largest proportion by 66% of the total of 64 incident, followed by the incidents in trial by 11% and then came the incidents that are not investigated yet with 17 %, then the incidents that have been adjudicated in the last place with 6% of the total incidents
For the geographical distribution, Cairo Governorate still had the largest share of incidents of corruption during July 2016 due to the concentration of the administrative headquarters in it where it had 23 incident of corruption, followed by El-Sharkia Governorate with 5 incidents of corruption, followed by both Minya and Sohag with 4 incidents for each of them
